Website.  Our purpose is to foster fellowship among retired officers of
the Delaware National Guard and to maintain the esprit de corps of our
members through social and educational programs.  We aim to provide
information of interest to our members concerning their benefits and
entitlements earned through their dedicated military service to our State
and nation.

Executive Committee Minutes
9 April 2009


1.  The Executive Committee (ExCom) met on 9 April 2009 at
The Landings Club, DAFB, Dover, DE.  The meeting began
at approximately 12:35 P. M. after lunch.

2.  Members present:  BG Workman, COL Testerman, Col
Schwab, LtCol Cook and MAJ Kemp.  Others present:  
BrigGen Butterworth, BG Watson and COL Fountain.

3.  Minutes of the 12 March meeting.  MAJ Kemp moved to
approve the minutes with a change in the date of the Annual
Meeting mailing to April 16th.  The motion was seconded by
Col Schwab and passed.

4.  Treasurer and Membership Report.  MAJ Kemp reported
$1,406.51 in checking, $5.00 in savings and $9,170.38 in the
Vanguard Investment Account.  He reported a whopping
$407.51 in earnings for the first quarter in the Vanguard
Account.  MAJ Kemp noted that in the budget for 09-10 the
estimated income from the Vanguard Account was $400.00
with and expense of $500.00. MAJ Kemp asked COL
Testerman and Col Schwab to find out if NGADE uses the
Calendar Year or Fiscal Year.

The Membership report revealed 171 Life Members, 67
Annual Members and 1 New Free Member.  COL Testerman
passed out a list of 12 new Free Annual Members.  The total
membership is now 251 members. MAJ Kemp reported two
membership renewals as a result of COL Fountain’s calls to
the non-renewed members.  One was a Life Membership
and other one was a Annual Membership.

The following 2008 members have failed to pay their dues
and are being removed from our roster:  CW3 Dempsey,
CW5 Draper, LTC Fileti, CW4 Hamm, LtCol Hart, Capt Henry,
LtCol Krzanowski, COL McCloskey, LTC Paoli, CW5
Rhoads, Col Sams and CPT Tetreault.

COL Fountain asked that a membership package be sent to
all but one of the members he called that had not responded.

5. Report from NGADE.  COL Testerman reported that
NGADE has $42,000.00 and is expecting another $6,000 and
$2,000 to add to this amount.  The NGAUS Annual
Conference is to be held at the Opryland Hotel in Nashville,
Tennessee.  The registration fee is $165.00, rooms are $155
per day and parking is $12 per day.  The registration form
was e-mailed to all of those who had e-mail. July 17th is the
cutoff date for registration.  Forty rooms are available for the
Delaware delegation.  The NGADE Annual Meeting will be
held at Timothy’s Riverfront starting at 1800 hours on
Friday, 1 May 09.  Dinner is provided.  A proposed
Constitution change will allow for an Executive Secretary
that would be paid with a percentage of the money he
brings in. The next NGADE meeting with the Adjutant
General is at 0700 on 11 June 09 and will be held at the
Crossroads Restaurant.

BG Watson asked that information on the number of
delegates, we would be allowed, be distributed to the
members.  This is to be in the picnic mailing.  Delegates will
be selected at the Annual Meeting.

6.  Camp Honoree.  The Governor is to be the Camp
Honoree for the next training year.

7.  Picnic- BG Butterworth reiterated that he needs four
individuals at 10:30 A. M. on the 6th of June to help set up.  
BG Workman, BG Watson, COL Fountain and COL
Testerman agreed to help in this regard.  COL Smith’s
daughter is bringing a lot of his military memorabilia to the
picnic.  COL Testerman has two of COL Smith’s picture
albums, which he will bring to the picnic for identification of
people in the pictures.  A treasurer and vice president will
be elected at the Annual Meeting.  MAJ Kemp informed the
ExCom that he would not run for another term..

8.  MAJ Kemp felt that we should officially, with a vote, set
the place for the Annual Meeting.  Col Schwab moved to
have the Annual Meeting at the picnic, seconded by MAJ
Kemp, the motion passed.

9.  Spouses Night Dinner.  BrigGen Butterworth and
members of his committee reported looking at several
places and will still look at others but they are leaning
toward staying at The Landings Club.  MAJ Kemp
recommended that the cost per dinner to the DNGROA be
targeted at $25.00 to keep our costs within budget.  BG
Butterworth asked that DNGROA be ready to give him
authority to sign a contract at the next meeting.

10. Smith Memorial Donations.  One more donation of
$25.00 from William and Mary Daniels was reported.  COL
Testerman has received two suggestions for honoring COL
Bill Smith.  One suggestion was that a plaque be placed in
some Armory, the other suggested that a picture of COL
Smith be placed in a NG Armory.  COL Fountain was
appointed head of a Committee to come up with
recommendations regarding a COL Smith Memorial.  He is
to pick his own committee members.

11. Old business- COL Fountain asked if the minutes went
out to all of the members.  He was assured, by COL
Testerman, that the minutes go out to everyone with e-mail
but with blind copies due to his request for this at the last
meeting.

Col Powell, according to COL Fountain, wanted draft
minutes sent to members of the ExCom for corrections
before they go out to the membership.  COL Testerman
stated that this would be done.

12. New business-  It was decided by consensus that the
next meeting of the ExCom will be at the Landings Club,
DAFB.
